Olden days staircase were designed in spirals to save space and is still able to make way for people to walk up to the different levels of the building. I rarely notice spiral staircases looking newly painted or new at all. Its design is old and I think it looks better looking old with all the paint coming off with cements exposed. The look of it being rundown matches the date where it was first created.
